With a licence to operate that names who authorised it, who holds it, the policy it runs under and when it expires; and with autonomy unlocked one level at a time, each level on evidence that the one below held. If its footprint leaves the mandate, the licence should be suspended by the system: that part is drawn dashed, because it is designed, not shipped.
