@conductor: each member makes its own task; vault keys sealed to each member; the vaults are public

Only a member's own session can create its scheduled task: the three the conductor created for dev, deck and ruv.sgit were disabled before any fired, and team/conductor/ONBOARDING.md holds the prompt the editor pastes into each session. vault_handover.py --to-member seals both vault keys to a member's published key.json (tested: the conductor opened its own and it matched; a member without a key is refused). admin/tools/vault_check.py runs before every vault commit, because every file in both vaults is public, forever.

@conductor: the schedule starts tonight, with a hold any member can pull

At the editor's word: every member wakes hourly, round the clock, fifteen minutes apart (conductor :02, deck :17, ruv-sgit :32, dev :47), each task firing into its member's own session. start.py now stops every wake when team/HOLD.md or any team/<id>/HOLD.md exists; WAKE.md says when to stop and how (write a hold, push it to dev, disable the tasks), and that only the editor lifts a hold. Short briefs ride on commits as To-<id>: trailers. Everybody pushes to dev at every wake.
